Repair, Restore, or Replace
The honest answer depends on the assembly rather than the size of the leak. A small puncture over saturated insulation is a bigger problem than a long tear over dry cover board, and only moisture assessment tells you which one is on your roof.
Targeted Repair
The failure is isolated, the surrounding membrane still has service life, and the insulation below is dry. Repair is the right answer here, and it should cost what a repair costs rather than being inflated into a replacement conversation.
Restoration
The membrane is aging broadly but remains sound enough to serve as a base, defects can be corrected first, and moisture conditions do not disqualify the assembly. Restoration extends service life without the cost and disruption of a full tear off.
Replacement
Repairs are failing across multiple areas, wet insulation is widespread, or the existing membrane no longer holds a reliable repair. At that point continued patching costs more than it buys, and the money is better spent on a new assembly.
