How far the deterioration extends behind the visible damage usually decides this, and it is rarely obvious from the ground.
Localized Repair
Damage is confined to a few feet, the framing behind it is sound, the gutter still hangs securely on either side, and the water source can be corrected. Straightforward work at a proportional price.
Full Elevation Replacement
Rot runs the length of a wall, the gutter needs rebuilding along the same run, or the fascia and soffit are simply aging out together. Replacing continuously produces a straight line and lets drip edge and gutter attachment be corrected across the whole run at once.
Do It With the Roof
The efficient version. During a reroof the edge is already open, drip edge is going on anyway, gutters usually come off, and fascia and soffit work costs a fraction of what the same work costs as a standalone project later.
